Gemini Group Launches PolicyHQ: Japan’s Policy Process in Real Time, Inside the AI Tools Teams Already Use
Built by public affairs practitioners, PolicyHQ searches more than three million indexed passages, from over 2,000 councils and party policy bodies to Diet committee hearings, and alerts each organization to what matters as it happens, in English and Japanese.
TOKYO, November 4, 2026 — Gemini Group K.K., the Tokyo-based public affairs and government relations firm, today launched PolicyHQ, a policy intelligence platform that tracks Japanese policy in real time, from the first advisory council meeting to the final vote in the Diet. PolicyHQ tells each organization what matters to it as it happens, in English and Japanese, on the web and inside the AI assistants its teams already use.
Background
Japan’s policy process is notoriously hard to follow from the outside. Policy takes shape over months in ministry advisory councils, ruling-party policy divisions, Diet committee hearings, public consultations and the official gazette, each on its own timetable and spread across hundreds of sources, most of them published only in Japanese. Keeping track of it all takes a large team, and by the time a change makes the headlines, the window to influence it has usually closed. For companies with headquarters abroad, every update also has to be translated and summarized before it can be shared. PolicyHQ was built to close that gap.
Built by the people who do the work
Unlike monitoring tools built by software companies, PolicyHQ was built by public affairs practitioners who work with Japanese ministries, Diet members and industry bodies every day, drawing on more than a decade of experience. Gemini Group began developing it when the firm was founded and refined it in its own client work before opening it to other organizations.
Rather than watching only the sources a client already knows about, PolicyHQ covers the full breadth of what the Japanese government publishes, including:
- Councils
- More than 2,000 councils and party policy bodies across every ministry and agency, where Japanese policy takes shape before a bill is ever drafted.
- The Diet
- PolicyHQ’s own coverage of committee hearings, often weeks or months before the official minutes are published.
- Bills and notices
- Bills, public consultations, the official gazette, budgets and procurement, each linked to the councils and stakeholders behind it.
- Stakeholders
- Every Diet member and the ministry officials behind each policy, with their current roles, so teams know who makes the decision and who to engage.
- Municipal assemblies
- Local assembly deliberations, where policy is put into practice.
In real time, in the tools teams already use
PolicyHQ matches developments to each organization’s issues, ranks them by what needs action, and delivers them as daily updates, real-time alerts and leadership-ready reports in English or Japanese, so headquarters abroad and teams in Japan work from the same picture.
PolicyHQ also works inside AI assistants. Its connector, built on the open Model Context Protocol (MCP), brings PolicyHQ into Claude, ChatGPT and other compatible assistants, so questions about Japanese policy are answered from the primary record, with a source for every answer, not a guess. Each user signs in securely with their own PolicyHQ account, and confidential project details never leave PolicyHQ.
Because it is backed by Gemini Group’s public affairs team, PolicyHQ is more than a news feed. When a development matters, clients can act on it right away with the same partner: stakeholder mapping, strategy, meetings with officials and Diet members, and consultation submissions.
Comments from the Co-CEOs
“Japan is one of the world’s most important markets, and one of the hardest policy environments to read from the outside. Too often, companies only find out about a change after it has been decided. We built PolicyHQ because we needed it ourselves: a real-time view of Japan’s ministries, more than 2,000 councils and party policy bodies, and the Diet, in English and Japanese. And because so much work now starts in an AI assistant, we’ve put that record inside the tools teams already use, so the answers come from the primary source, not a guess.”
“Gathering and reading policy information takes time and specialist staff. PolicyHQ makes that work far more efficient. Teams can follow what matters to them in real time and focus on higher-value work like analysis and developing and executing strategy, while reducing staffing costs and the burden of hiring and retaining specialists.”
Availability
PolicyHQ is available now to companies, investors, industry associations and non-profit organizations doing business in Japan or planning to. The AI connector is included in every PolicyHQ subscription. To request a demo, visit policyhq.ai.
