On December 19, the LDP’s Headquarters for the Promotion of Economic Security, the Research Commission on Security, and the Headquarters for the Promotion of a Digital Society compiled an urgent resolution calling for legislation in the field of cyber security and submitted it to Prime Minister Fumio Kishida.

In the National Security Strategy formulated in December of last year, the Japanese government clearly stated that it would improve its response capabilities in the field of cyber security, establish a new organization to centrally and comprehensively coordinate policies in the field of cyber security, and develop and strengthen legal systems and operations in this area.

However, a year has passed without any concrete measures being taken by the government. Cyber attacks targeting critical infrastructure such as ports and medical institutions are on the rise, and the threats in cyberspace are growing greater. The urgent resolution called for a meeting with a panel of experts to discuss specific issues and for the submission of a bill in the next ordinary session of the Diet.
